The basic strategic plan of the FGCCC Chambers in China is to promote economic and trade relations between the six member-states of the Gulf Cooperation Council (GCC) and China.
This plan came into fruition with the signing of Memorandum of Understanding between the Federation of GCC Chambers of Commerce and Industry (FGCC Chambers) and the China New Century Group on January 15, 2008.
After the formal establishment of the FGCCC Chambers in China, the following objectives were launched:
1. Establishment of the Center/Agency of FGCCC Chambers in China in Beijing and other branch offices across key cities and region in China.
2. Promote bilateral trade, investments and other economic activities.
3. Introduce and promote investment opportunities, including incentives and accompanying laws and regulation, of the six countries in the Gulf to China.
4. Establish GCC-China Friendship Association.
5. Produce and publish economic indicators of the Gulf countries, such as trade and investment data, investment incentives, customs and trade regulations.
6. FGCCC Chambers in China will provide one-stop center to provide assistance to Chinese investors and entrepreneurs planning to venture in the GCC.
7. Support and promote economic and trade negotiations between the two regions with the objective of achieving in the future free trade agreement between China and the GCC.
8. Protect the GCC and China markets from anti-dumping activities to protect local industries.
9. Organized business promotions and related activities by organizing conferences, exhibitions, forum and symposia in both GCC and China.
10. Promote and develop technology and innovations between GCC and Chinese entrepreneurs that will serve as common platforms in enhancing their business ventures.
11. Involve the cooperation and support of all the six ambassadors of the Gulf countries in China in achieving the above objectives.
WORK PLAN OF FGCCC CHINA OFFICE IN 2010
1. The FGCCC China Office will function as the link and ‘bridge’ between China and the six GCC countries in promoting bilateral cooperation in trade, investment, technology, and other economic activities.
2. Introduce and promote the economic profile -- as well as the opportunities – of the six GCC countries in the Chinese media, particularly in television, such as CCTV, newspapers and economic publication, highlighting, among other topics, the laws and regulations on trade, investments and doing business.
3. Publish regularly economic data and in-depth reports prevailing in the six GCC countries regarding investment opportunities, trade and customs regulations, and financial statistics and facts, for the information of Chinese businessmen.
4. Regularly provide list of industrial projects that are planned for implementation in both China and the GCC countries to enable interested Chinese or GCC investors to participate. During the first quarter of 2010, the “Gulf-China Investment Forum” will be held in Bahrain to discuss and identify possible areas of projects and investment cooperation.
5. Promote closer cooperation between the various economic sectors in China, particularly the Ministry of Trade and Industry, and the diplomatic missions of the six GCC countries by sponsoring business meetings between the heads of the various Chinese ministries and the ambassadors of the six Gulf countries.
6. Provide registration service for parties on both sides who are interested in cross-country investment through e-commerce.
7. Closely coordinate with the Federation of GCC Chambers of Commerce and Industry and the Bahrain Chamber of Commerce and Industry in holding regular forum on topics of trade, investment, technology transfer, and other subjects.
8. In cooperation with the FGCC Chambers, promote and support the organization of the Chinese Businesswomen Association and the GCC Businesswomen Association, linking them to establish strong bilateral cooperation to enhance and encourage participation of women in economic activities and ventures.
9. Regularly organized economic missions from China to visit the GCC countries.
10. Promote environmental protection issues, including energy savings programs, to Chinese and GCC businesses and enterprises.
11. Employ and station a GCC citizen in the Agency of the Federation in Beijing and also reciprocally employ and station a Chinese citizen at the headquarter of the FGCC Chambers in Dammam, Saudi Arabia.
